Established in 1945 University of Lodz is one of the biggest public universities in Poland (12 faculties; over 2200 Academic staff; over 28000 students). The project is implemented by Faculty of Biology and Environmental Protection, namely Biohazard Prevention Centre (BPC). The Centre is a scientific unit which focus on:
- research and development activities in the area of preventing and responding to biological threats, as well as incidents involving chemical, radiological/nuclear, and explosive agents (CBRNE);
- cooperation with state services responsible for safety and security, such as law enforcement institutions, firefighters, medical and military services, and other governmental bodies, EU, and international agencies,
- raising public awareness in the area of CBRNE threats and crisis management
- common R&D projects involving collaboration between the public and private sectors focusing on advancing new technological solutions, products, models, or training programs.
The Biohazard Prevention Centre has extensive experience in all areas of project implementation: proposal drafting, project management and coordination, research and needs analysis, content development, design and refinement of novel detection technologies, quality assurance, organization of workshops, large scale exercises and trainings.

Team of ISEMI also has broad experience in intelligence analysis, border protection, critical infrastructure protection, countering hybrid threats, rescue and emergency assistance, and health protection, likewise in the field of justice and prosecution.
ISEMI is a part of the Integrated Rescue System of the Slovak Republic, with focus on the support of LEAs in the investigation of CBRN crime and generally in CBRN/HAZMAT-related incidents. ISEMI is holder of NATO Security Clearance and Certificate – Anti-bribery Management System (ISO 37001:2016). ISEMI also has accredited educational programmes within Ministry of Education of the Slovak Republic (CBRN-E Security and Safety, Response to CBRN-E and HAZMAT Incidents, Profiling – behavioral and observational analysis).

Military Institute of Chemistry of Radiometry
Military Institute of Chemistry and Radiometry is a Scientific and Research Center of Polish Ministry of National Defence, established in 1954. Main scope of the activity of the Institute is scientific research and development projects and studies in the field of NBC defense equipment and systems as well as verification of the chemical disarmament processes. The Institute is authorized to issue expertise and opinions as well as certificates for products and technologies related to their specialization, carry out the testing equipment and conduct training activities.
The Institute provides support three departments responsible for following research and development works:
– Department of CBRN Protection,
– Department of CBRN Reconnaissance and Decontamination and
– Department of Radiometry and Camouflage.
Important parts of the Institute are testing and calibration laboratories as well as Product Certification Body accredited by the Polish Accreditation Center. Following laboratories are accredited:

– Radiometry Research Laboratory.
The Institute is a coordinator appointed by the Minister of Science Center for Advanced Technology: “The Man, Environment, Anti-terrorism, Protection Against Contamination.”

The Center for Security Studies (Kentro Meleton Asfaleias – KEMEA), founded in 2005, in Athens, Greece, is a scientific, consulting and research organization overseen by the Minister of Citizen Protection. It primarily conducts theoretical and applied research and studies, particularly at strategic level, on security topics and policies. Moreover, it is the think-tank of the Hellenic Ministry of Citizen Protection on numerous policies such as public order, correctional services, terrorism prevention, crime prevention, integrated border management and civil protection as well as on various other security and societal issues.
KEMEA employs a total of one hundred seventy-five (175) scientific and research associates, of whom forty-four (44) are law enforcement officers.
KEMEA maintains a strong presence at the EU level through its membership in, active participation in, and collaboration with various security networks and organizations, including EOS, ECSO, EARTO, and ESDC and CEPOL.

The Regional Police Headquarters in Lodz (Poland) is a government administration entity competent in the matters of protecting the safety of people and maintaining the public safety and order.
Their tasks include:
– protecting the life and health of people, and the property against unlawful attacks affecting these goods,
– protection of public safety and order, including ensuring peace in public places and in the means of public transport and collective transportation, in road traffic and in waters intended for common use,
– initiating and organising activities aimed at the prevention of committing crimes and misdemeanours and of criminogenic phenomena, and cooperating in this respect with the state organs, self-government bodies and social organisations;
– detecting crimes and misdemeanours and prosecuting their perpetrators,
– supervision of specialist armed protective formations to the extent specified in separate regulations,
– checking compliance with the order and administrative provisions related to public activities or mandatory in public places,
– cooperating with the Police of other countries and their international organisations on the basis of international agreements and arrangements, and of separate provisions;
– collecting, processing and submitting criminal information,
– maintaining the database containing information on the results of the analysis of deoxyribonucleic acid (DNA).
The Police are the main service whose statutory task is to fight crime. They are equipped with many structures specialised in combatting manifestations of crime, including its organised form, and adequate logistic facilities.
Within the scope of their tasks, in order to recognize, prevent and detect crimes and misdemeanours, the Police perform operational activities and these ones of recognition, enquiry and investigative activities, and administrative and order ones.
The Regional Police Headquarters in Lodz (RPHQs in Lodz) is divided into 34 departments and teams subordinate to the Regional Police Commander. The RPHQs in Lodz includes 22 city and district Police headquarters to whom the Police stations and outposts are subjected.
